Course Overview

ICCCouncil’s ELD Training equips CMV drivers, dispatchers, fleet owners, and safety managers with a complete understanding of Electronic Logging Device requirements under 49 CFR Part 395. This course covers ELD fundamentals, who must use an ELD, the four duty statuses that form the basis of every electronic log, and how an ELD continuously tracks Hours of Service limits throughout the day. You will also learn daily ELD operations, how to handle device malfunctions, what to expect during a roadside inspection, and how to avoid the most common ELD violations found in FMCSA compliance reviews. After completing this course, you will be fully prepared to operate an ELD correctly, maintain accurate and compliant records, and protect yourself and your organization from costly enforcement actions.

This opening chapter explains what an Electronic Logging Device is, how it works, and why the FMCSA mandate was introduced. You will learn how an ELD connects directly to the vehicle’s engine to automatically record driving time, engine hours, miles driven, and GPS location — replacing the paper logbooks that previously allowed for inaccurate entries. The chapter covers the MAP-21 Act, the December 18, 2017 enforcement date, and the core benefits of ELD use including real-time HOS tracking, elimination of manual calculations, improved trip planning, and reduction of driver fatigue. A key point is established from the start: an ELD does not create new rules — it records and calculates existing Hours of Service limits that already apply under 49 CFR Part 395.
